Fundamentally, ESSA is about creating a set of interlocking strategies to promote educational equity by providing support to districts and schools as they work to ensure that every student succeeds. New York State is committed to ensuring that all students succeed and thrive in school no matter who they are, where they live, where they go to school, or where they come from.
Committee of Practitioners
The ESEA Legislation requires New York State to have a committee of practitioners composed of administrators, teachers, parents, members of local school boards, representatives of private school children and pupil services personnel 鈥渢o advise the State in carrying out the responsibilities,鈥 under the Act.

Information and Reporting Services (IRS)
Information and Reporting Services (IRS) collects and reports data on public districts and schools; and on charter, state-operated and participating nonpublic schools in New York State.
Office of Accountability
The Office of Accountability (OA) works to close the achievement gap by identifying and supporting schools and Local Educational Agencies (LEAs) that are low-performing, as well as those interested in replicating the best practices of the state's high performing and/or progressing schools and districts. The Office of Accountability implements New York's Accountability System under the approved Elementary and Secondary Education Act (ESEA) Flexibility Waiver and the approved New York State Every Student Succeeds Act (ESSA) plan.
Office of Bilingual Education & English as a New Language
The Office of Bilingual Education & English as a New Language works to ensure that all New York State English Language Learners (ELLs) attain the highest level of academic success and that all Multilingual Learners (MLs) 鈥 which include ELLs, Former/Ever ELLs, World Languages students, and heritage speakers of World Languages 鈥 achieve the highest level of language proficiency in English and in one or more other languages. The goal is to prepare all English Language Learners (ELLs) and Multilingual Learners (MLs) for success beginning in prekindergarten to lay the foundation for college and career readiness.
Office of Student Support Services
The promotes school improvement by focusing on social and emotional development and learning through programs, services and activities.
